Situated in Zone 5, Sutton is less than 30 minutes by train from central London, and south and south west London are easily accessible by public transport. There are 10 train stations which serve key neighbourhoods within the borough providing direct connections to London Victoria, London Bridge, London Blackfriars and St Pancras International. Sutton also has direct rail connections with Epsom, Dorking, Guildford and Horsham, as well as Wimbledon for an interchange with the London Underground and West Croydon for the London Overground. There’s also an extensive road network which provides close and easy access to the M25 and M23.

To take a key role in the proactive planning, design and delivery of the future built environment of 

the London Borough of Sutton that is focused on achieving distinctive and high quality places, with 

special emphasis and support on the , the delivery of new homes, businesses and delivery of key 

strategic projects within the London Borough of Sutton.

The Development Management team comprises two Area teams and an enforcement team supported by a business support and technical support team. Each area team comprises 5 members of staff and you would report to the Planning Manager. Our approach is one of enabling development and early pre-application engagement to achieve good outcomes. The team regularly deals with all more than 90% of types of applications within statutory periods and we have a strong performance management ethic aligned to staff development through our annual appraisal process. The team was piloted to develop a Team Charter for how we will work well through the challenges presented by covid and there is a strong sense of togetherness and collaborative working. We work very closely with our Strategic Planning and Building Control Teams which all fall under the management responsibilities of the Head of Service, and there are opportunities for collaborating on policy development. Your work will also be to support the development of policy documents and take on an advisory role working closely with the Strategic Planning Team as part of the review of the Local Plan

You will be

• Educated to degree-level or equivalent experience in planning, architecture, landscape architecture, urban design or building conservation.
• Experienced in providing urban design advice on a variety of development proposals including, but not limited to, small residential schemes, major or strategic development proposals, development relating to Historic Buildings and within Conservation Areas, mixed use schemes, green belt and agricultural land.
• Experienced in providing bespoke urban design advice to formulate Development Plan Documents and Supplementary Plan Documents. Experience in providing urban design advice on complex Master Plans in a variety of urban environments.
• Experienced in working with elected members in a politically sensitive environment. Experience in delivering high quality briefings and presentations to senior officers, elected members, key stakeholders and members of the public. 
• Have an ability to work cooperatively with colleagues and stakeholders to provide urban design solutions to complex and contentious issues. Experience in leading negotiation at the pre-application stage of the planning process. 
• Have a thorough knowledge of current legislation, best practice and Government guidance in relation to urban design and/or historic building matters.
• Have the ability to prioritise competing workloads and prioritise deadlines. The ability to organise and manage projects using initiative and creativity.
