Like most places, the average age of our population is rising as more people are living longer, so we are working closely with residents to help them maintain their independence and further improve the cost effectiveness of our service to meet the ongoing rise in demand.

Kingston is home to people from diverse and interesting cultures and backgrounds, which helps to create the rich sense of community shared across the borough. In particular, Kingston has a large Sri Lankan Tamil community and is home to more people from Korea than any other part of the UK.

Working in a small friendly team, the highway inspector will carry out scheduled statutory safety highway inspections of the authorities public highway network, along with any ad hoc safety inspections as may be required. The post holder will also assist to ensure that appropriate highway licences, for scaffolds, skips, and hoarding in relation to requirements in The Highways Act 1980 are in place.

In this role you’ll work as part of a small and friendly team of dedicated highway inspectors to ensure that the public highway in Sutton is maintained in a safe condition for all users, which is our primary focus.

The highways inspectors duties include:

  • To maintain the public highway within a dedicated geographical area in a safe condition by carrying out scheduled statutory highway safety inspections and recording these on the system database.
  • To arrange appropriate repairs for any actionable defects found on the public highway by raising repair works orders for the highway maintenance contractor to carry out.
  • To carry out some sample inspections of the contractors work.
  • To check that all third parties activities taking place on the public highway are safe, legal and have appropriate highway licenses in place, and arrange approval of licences when required.
  • Assist in responses to the highway maintenance team’s correspondence with local ward councillors, members of the public, and to ensure these are responded to within agreed deadlines.
  • To act as an expert witness, if necessary, in giving evidence in court cases as required that relate to compensation claims on the public highway.
  • Ideally the post holder will have current NRSWA supervisors street works accreditation.
  • To attend and actively take part in regular team meetings and contractor performance meetings.
  • Attend site meetings to provide technical advice as could be required with the highway maintenance contractor to explain how certain works are to be carried out to your instructions.
  • Escalate any emergencies found on the public highway network accordingly arranging for these to be initially made safe with follow up repairs arranged in due course.

The post holder will have working knowledge of The Highways Act 1980 along with other working knowledge of the New Roads and Street Works Act 1991 (NRSWA), the Road Traffic Regulation Act 1984 the Traffic Management Act 2004 (TMA) and all other associated regulations and codes of practice relevant to highways legislation. The post holder will ideally hold a current NRSWA supervisors qualification.
