Situated in Zone 5, Sutton is less than 30 minutes by train from central London, and south and south west London are easily accessible by public transport. There are 10 train stations which serve key neighbourhoods within the borough providing direct connections to London Victoria, London Bridge, London Blackfriars and St Pancras International. Sutton also has direct rail connections with Epsom, Dorking, Guildford and Horsham, as well as Wimbledon for an interchange with the London Underground and West Croydon for the London Overground. There’s also an extensive road network which provides close and easy access to the M25 and M23.

The role sits within the Environment, Housing and Neighbourhoods Directorate and is a high profile  position within the Development Management Team delivering high quality decisions on major/strategic applications and co-ordinating the DM team response to and resourcing of Corporate priorities around regeneration, working closely with Strategic partners. 


You will take a  proactive role leading on the timely delivery of high quality schemes within the Borough, providing  management support as well as finding good outcomes through innovative thinking. 

You will report to the Head of Development Management and Strategic Planning, deputising at meetings and Planning Committee as necessary

You will lead on negotiations on major/strategic schemes and ensure good value for money when negotiating planning performance agreements

You will have an excellent understanding of relevant policy, law and guidance, drawing on best practice to ensure key performance indicators are  maintained.

You will have direct line management responsibilities for 3 members of staff and a total of 18 staff in the DM team as a whole

The Development Management team comprises two Area teams and an enforcement team supported by a business support and technical support team. Each area team comprises 5 members of staff and you would report to the Area Planning Manager. Our approach is one of enabling development and early pre-application engagement to achieve good outcomes. The team regularly deals with all more than 90% of types of applications within statutory periods and we have a strong performance management ethic aligned to staff development through our annual appraisal process. The team was piloted to develop a Team Charter for how we will work well through the challenges presented by covid and there is a strong sense of togetherness and collaborative working. We work very closely with our Strategic Planning and Building Control Teams which all fall under the management responsibilities of the Head of Service, and there are opportunities for collaborating on policy development.
 
  •   You will have a degree in Planning or related qualification accredited by the RTPI and give eligibility to acquire Chartered Membership of the RTPI 
  •   You will have post qualification experience in Planning 
  •   You will have previous experience of managing within a Development Management  

      Service 

  •   You will have excellent organisational skills particularly in demonstrating evidence of 

      managing team performance in Development Management 

  •   You will have excellent knowledge of Planning legislation, planning policy and guidance and its practical application  
  •  You will have a proven ability of driving quality outcomes in negotiations on all types of  

        development, but particularly major applications demonstrating a highly developed 

        understanding of the importance of high quality design and an ability to negotiation on 

        financial viability issues 

  •   You will have proven experience of decision making under delegated authority and making sound recommendations to and presiding at Planning Committee. 
  •   You will demonstrate commitment to customer care and an understanding of the wider 

      responsibility to the  relationship between the Service and key stakeholders but within and  

      outside the Service 

  •   You will demonstrate an ability to influence others, demonstrate an appreciation of wider 

      Corporate objectives  in the context of the Councils PRIDE values.
